Abstract

The paper starts with a discussion about the importance which social capital, co-operation among actors (formal and informal networks) and trust have in knowledge generation and application processes. Special attention is devoted to the role of public policies in the creation, steering and co-ordination of R&D agents. From that theoretical perspective, we analyze the creation of R&D capabilities in the Basque Country (technology centres) and the relationships between those centres and other R&D agents (universities and firms). We look at problems of consolidation, adjustment and co-ordination between agents.
