Abstract

While the origin of global cities is very often linked to political power and capital city functions and coordinating centre for national markets, the new city-regions emerge out of territorially concentrated economic activity and, for this reason, the way in which they are inserted into global networks reflects different logics. Up till now, most strategic plans for cities have emphasized competitive advantage related to infrastructure provision together with investment in other assets and material services. However, while infrastructures are absolutely necessary for the process of revitalization, they should not hide the fact that it is individuals who are the drivers of that process. The values recognized as essential in urban competitive and sustainable development processes in a city such as Bilbao, which should be at the centre of the World Forum on Values for Urban Development, have been innovation, professionality, communitarian sense, identity and openness.
