Clusters y territorio: retos del desarrollo local en la comunidad autónoma del País Vasco

Abstract

This article analyses the territory of the Basque Autonomous Community from a view based on Alfred Marshall´s theories and their interpretation made by some Italian authors to study industrial districts. This makes it possible to present the hypothesis that the functional areas with marshallian systems or subsystems, that is, with a clear specialisation and considerably intense inter-firm relationships, have generated a specific model of local development agency, more oriented to stirring territorial networks into action. Later, some of the challenges of public administrations to give an answer to the productive system are analysed and it is argued that the role of the previously mentioned agencies can be relevant to materialize policies defined in higher institutional levels.
