Abstract

In January 1997 the Basque Government signed up a collaborative agreement with 7 Cluster-Associations representing 7 important regional production sectors. This collaboration is analysed as part of a general process with three main dimensions: a) the tradition in Government-Industry relations and in the social organization of business and industrial interests; b) the interaction process in two directions (government-industry and inter-firm) that would construct new collective identities and interests; and c) the social learning, by which a promising synergetic Government-Industry collaboration has been developed.
