Perspectivas de la política de vivienda en España en los noventa

Abstract

Starting from the fact that the main objective of a housing policy is to favour access to housing for all citizens -and more particularly so for the most disfavoured- rather than to promote the building of new housing, this article suggest fundamental lines of action which will steer the housing policy throughout the decade. Some thought is given to the need to delve deeply into regulation and action coordination among the three levels of the Administration, specially between central and autonomous community governments, which have advanced significantly in this field with the put into practice of the « 1992-1995 Housing Plan». Finally, the main challenges the housing policy is to face in the followlng years are discussed.
