Abstract

The Basque Public Health System is now going through a process of change, just like other such systems in our surroundings which are adapting their public health organizations to the new problems and chalienges that stem from a new social, technological, economic and public health context. The paper we are herewith presenting was ordered by the Basque Parliament and has been laid out by experts and people in charge of the Basque Public Health System. The aims of this document, also known as OSASUNA ZAINDUZ, are: 1) to equip the population with a universal, solidary, equitable and quality health protection system, 2) to offer the professionals who work in the network a more communicative, flexible and responsibility-promoting organization, and 3) to guarantee the users a better human and medical care together with high quality assistance.
