La política comunitaria sobre el control de las ayudas públicas: repercusiones en la política industrial del País Vasco

Abstract

Within the framework of EEC policies required to create the Internal Market for 1993, the Competition Policy acquires a high level of importance. The maintenance of an environment which free competition prevails is an essential condition for the «Single Market» objective to be a reality and to operate as such. The policy of controlling public aids represents, in this sense, an indispensable instrument for achieving this aim. The European Commission has declared its intention of promoting this policy giving it maximum transparency to make it more effective. Industry in the Basque Country is undergoing a period of crisis, made worse by the decline in sectors which, historically, were the pillar on which an important industrial framework has been built. The effects of the crisis are widespread and require the development of a policy of reconstruction, modernisation and technological development backed by public supportive mechanisms. Aid programmes adopted by public institutions must respect the requirements prescribes by the European Commission in competition matters.
