Abstract

The author states that the industrial policy should be focus on the developmentof an «operativo infrastructure» orientated to firms, and particularly to small and medium sized enterprises (SMEs), opposing the direct and intense intervention policy carried before the 90s. This development should present two basic references: The financial instruments (particularly those directed to reinforce equity of firms) and the information, training and support on innovations services, with emphasis on the sectorial and/or cooperativa approximation. The author advocates for a greater utilization of fiscal incentives as a promoting instrument, specially orientated to provide a differential and compensatory treatment to SMES.
