Medio ambiente. Luces y sombras en el conflicto ambiental

Abstract

The environmental question is causing serious difficulties in the field of the resolution of conflicts, both at an internacional and local leves. lt is at this level that the obligatory haste with which community regulations are being implemented, together with the absence of debate and an invalid concept of participation present in the imprecise and obsolete tradicional procedure, impede a consensual and rational treatment of the conflicts. The text, after a criticism of state and autonomus community policies in the application of the E.I.A. procedure, includes some methodological reflections, with specific reference to the case of toxic industrial waste, which can be extended to many other conflicts present in the management of an environmental policy.
