Las administraciones públicas en la economía de la comunidad autónoma de Euskadi: principales recursos y empleos

Abstract

Ever since 1982, when the Statute of Autonomy came into effect in the Basque Country, Public Administration has played an increasingly important role in the Basque economy. The article begins with an assessment of this evolution in the areas of employment, added value and creation of final demand. This is followed by an analysis of the main areas of non-financial resources paid into Public Administration: social welfare quotas, income and wealth taxes and taxes linked to p-roduction. The article then examines the use that the Public Administration has made of these resources in the spheres of social services, public consumption, gross fixed capital formation and other current uses. The conclusion is reached that there is a growing need to finance Basque Public Administrations trough the financial markets.
