Abstract

Now that services are no longer classified along with noncommerciable goods, the progressive commercialisation of these activities has caused them to become the focal point of internacional negotiations. The author begins with a discussion of why the commercialisation of services poses new and difficult problems, based on a description of the different characteristic attributed to services in the past and present. Finally, the author analyses the different interests involved in developed and developing countries which have made it impossible to reach agreements concerning the internacional regulation of trade in services.
