Políticas públicas y cooperación con agentes externos en procesos de innovación: estudio comparado de pymes industriales en tres sistemas regionales

Abstract

En este trabajo se analiza la relación existente entre políticas públicas y algunas características de los procesos de innovación en las empresas, con especial atención a la incidencia que tiene en las pymes industriales la percepción de subvenciones en la cooperación con agentes externos en procesos de innovación. Para ello, se han realizado diferentes análisis estadísticos bivariantes y multivariantes de caráter comparativo en tres regiones: Cataluna, Navarra y País Vasco. Estas tres regiones destacan por su nivel de desarrollo industrial y tecnológico, así como por su identidad y políticas regionales. Los resultados obtenidos confirman en buena medida la hipótesis de partida y evidencian el impacto que tiene la recepción de ayudas públicas a la innovación en una mayor cooperación de pymes con agentes externos en procesos de innovación. Así mismo, se muestra que la intensidad y orientación de las políticas del País Vasco y Navarra han generado un mayor nivel de cooperación externa con otros agentes en las pymes industriales respecto a Cataluna.
