Aciklanmis Karsilastirmali Üstünlükler ve Rekabet Gücü: Türkiye Tekstil ve Hazir Giyim Endüstrisi Üzerine Bir Uygulama

Abstract

Bu calismanin amaci, Türkiye tekstil ve hazir giyim sektörünün karsilastirmali üstünlük ve rekabetciliginin tüm alt sektörler itibariyle belirlenmesidir. Bu amacla ilk olarak, tekstil ve hazir giyim endüstrisindeki tüm alt sektörlere ait, Balassa’nin Aciklanmis Karsilastirmali Üstünlükler Indeksi hesaplanmis ve daha sonra ise Vollrath’in indeksi yardimiyla söz konusu endüstrilerin toplam mal gruplari acisindan rekabet gücü belirlenmistir. Balassa indeksinin sonuclarina göre gerek SITC iki, gerekse de üc haneli ürün gruplarinda, dünya piyasasinda rekabet gücü oldukca yüksek olan Türkiye’nin, Vollrath’in indeks sonuclarina göre SITC iki haneli ürün gruplarinda rekabet gücü daha düsüktür. Ancak gerek AKÜ gerekse de göreli ihracat ve göreli ticari avantaj indeksleri göstermektedir ki, hazir giyim (konfeksiyon) ve aksesuarlarinin yer aldigi SITC 84 grubunun dünya piyasalarinda rekabet gücü, SITC 65 dokumacilik grubundan oldukca yüksektir. Ancak son yillarda hemen hemen tüm ürün gruplarinin rekabet gücünde önemli düsüsler oldugu görülmektedir. Dolayisiyla Türkiye’nin basta Avrupa Birligi olmak üzere Dünya piyasalarinda sahip oldugu rekabet gücünü kaybetmemesi icin, teknolojik gelisme ve AR-GE’ye önem vermesi ve verimlilik artisi saglamasi gerekmektedir
