Abstract

Avrupa Birligi (AB) Projesi insan hak ve özgürlüklerini esas alan bariscil bir zihniyet üzerine insa edilmis olup, varlik nedeni baskici totaliter zihniyetin bir daha Avrupa cografyasinda söz sahihi olmasini engellemektir. Türkiye' nin AB yolunda karsilasmis oldugu en önemli engellerden birisi hic süphesiz insan haklari sorunudur. AB ile daha yakin iliskiler kurup, son amac olarak tam üyelik yoluyla Birlik ile bütünlesmeyi hedefleyen Türkiye, Kopenhag Kriterleri dogrultusunda insan haklarina dayali özgürlükcü bir yapilanmayi biran önce gerceklestirmelidir. Laeken Bildirisi AB ' nin, Türkiye'nin en son Anayasa degisiklikleriyle yaptigi reformlara ayni hizla devam etmesi halinde onunla vakindü tam üyelik müzakerelerine baslayabilecegini teyit etmesi acisindan son derece büyük bir öneme sahiptir.
