Türkiye’de Biyopolitika ve Göc: Irakli Mülteciler Örnegi

Abstract

Bu calismada Türkiye’deki Irakli Mülteciler örnegi üzerinden biyopolitika ve devlet iliskisi irdelenmeye calisilmistir. Bu noktada öncelikle devletin dönüsümü, yönetimsellesmesi ve siyasal kavrami sosyolojik ve tarihsel olarak incelenmis, biyopolitika kavraminin gelisimi ve kavram üzerindeki farkli tanimlar ve tartismalar ele alinmistir. Özellikle Fransiz düsünür Foucault’nun biyopolitika yaklasimi göcmenler acisindan incelenmistir. Biyopolitika kavraminin göc uygulamalari icerisindeki yeri, göcmenlere karsi uygulanan biyopolitik önlemler ve göc-biyopolitika iliskisi tartisilmistir. Calismada ayrica Türkiye’nin göc rejimi ve tarihi, Türkiye’deki göc müktesebati ve toplumdaki yansimalari post pozitivist bir bakis acisiyla ve icerik analizi, söylem analizi ve vakia analizi metotlariyla analiz edilmistir. Sonuc bölümünde ise Türkiye’deki göc uzmanlari ve Irakli Mültecilerle gerceklestirilen mülakatlardan elde edilen sonuclar ile calismadaki analizler karsilastirilarak Türkiye’de hali hazirda uygulanmakta olan göc uygulamalari ve müktesebati tahlil edilmeye calisilmistir. Calisma bu boyutuyla hem nitel hem de nicel yöntemler kullanarak post-pozitivist ve yorumsamaci bir paradigmayla kavramlari ele almakta ve göc konusunda literatüre disiplinler arasi bir yaklasimla farkli bir bakis acisi sunmaktadir.
