Turkiye Ekonomisinde Gec Kalkinmanin ve Yerli Uretimin Ekonomi Politigi

Abstract

Kalkinma ekonomisi yazini Ingiltere’nin baslattigi Sanayi Devrimini yakalayamayan ulkeleri gec kalkinan ulkeler olarak tanimlamaktadir. Ikinci kusak sanayi devrimi ile kalkinma yolunda onemli adimlar atan Almanya, Japonya gibi ulkeleri gec kalkinan ulkeler olarak tanimlayan literatur, Asya Kaplanlari olarak da adlandirilan Guney Kore, Tayvan, Hong Kong ve Singapur’u ise gec-gec kalkinan ulkeler olarak siniflandirmaktadir. Bu gelisim surecinde, Türkiye acisindan sorulmasi gereken en onemli soru “Turkiye’nin gelecekte, kuresel ekonomide nerede ve daha onemlisi nasil bir konum alacagi”dir. Yaklasik on bin dolarlik bir gelir duzeyi ile orta gelir tuzagina yakalanmis olmasina karsin cografi konumu, genc nufusu, yerli uretim konusunda gosterdigi cabalar goz onunde bulunduruldugunda yukselen ekonomiler arasinda anilmaya baslamistir. Calisma, gec kalkinan ve gec-gec kalkinan ulkelerin tecrubelerinden yola cikilarak Turkiye’nin birlikte anildigi MINT, MIKTA ve N-11 gibi yukselen ulke ekonomileri arasindan ozellikle yerli uretim beceri ve tecrubeleri bakimindan ayrisma ihtimalini sorgulamakta ve bu kapsamda nasil bir ekonomipolitige sahip olmasi gerektigini tartismaktadir.
