Hukumet Sistemleri ve Devlet Sekillerinin Ulkelerin Demokrasi Seviyeleri Uzerinde Yarattigi Farkliligin Tespiti Uzerine Bir Calisma

Abstract

Bu calismanin amaci, farkli hukumet sistemleri ve devlet sekillerinin ulkelerin demokrasi seviyelerinin belirlenmesi noktasinda bir rol oynayip oynamadigini incelemek, bir baska ifadeyle ulkelerin bulundugu demokrasi seviyesi uzerinde, sahip olduklari devlet sekli ve hukumet sisteminin, bir farklilik yaratip yaratmadigini analiz etmektir. Bu noktada devlet sekilleri monarsi ve cumhuriyet ile uniter devlet ve federal devlet uzerinden; hukumet sistemleri ise parlamenter sistem, baskanlik sistemi, yari baskanlik sistemi ve diger kategorileri uzerinden degerlendirilmistir. Buna gore demokrasi seviyesini gosteren tum degiskenlerde federal devletlerin uniter devletlere gore matematiksel olarak daha buyuk ortalama degere sahip olmalarina karsin soz konusu farklilik, farkliligin anlamliliginin olculdugu t testi sonuclarina gore istatistiksel olarak anlamli bulunmamistir. Monarsiler ise cumhuriyetlere gore t testi sonuclari dikkate alindiginda istatistiksel olarak anlamli sekilde daha yuksek demokrasi seviyesine sahiptirler. Hukumet sistemleri icerisinde ise parlamenter sisteme sahip ulkelerin istatistiksel olarak baskanlik, yari baskanlik ve diger kategorisinde yer alan ulkelere gore anlamli sekilde hukumetin isleyisi ve siyasal kultur degiskenlerinde; baskanlik ve diger olarak ifade edilen sistemde yer alan ulkelere gore ise anlamli sekilde siyasal katilim degiskeninde daha yuksek demokrasi seviyesinde sahip olduklari gorulmektedir. Diger kategorisinde yer alan ulkelerin ise secim sureci ve cogulculuk ile temel haklar kategorisinde diger hukumet sekillerine sahip ulkelere gore daha dusuk bir demokrasi seviyesine sahip olduklari belirlenmistir.
