Kamu Yatirimlari ve Bolgesel Esitsizlik: Bir Nedensellik Analizi, 1975-2001

Abstract

Bu calismada Turkiye’de kamu yatirimlari ile bolgesel esitsizlik arasindaki iliski 1975-2001 donemi icin incelenmistir. Oncelikle kamu yatirimlarinin ve ulusal GSYIH’nin iller arasinda hangi olcude esitsiz dagildigi Gini indeksi yardimiyla hesaplanmis, daha sonra bu indeks degerlerine Johansen es-butunlesme ve Granger nedensellik testleri uygulanmistir. Elde edilen bulgulara gore kamu yatirimlarinin iller arasindaki dagilimi ile GSYIH’nin iller arasindaki dagilimi arasinda bir es-butunlesme soz konusudur. Ancak bu uzun donemli iliski, kamu yatirimlarindan bolgesel esitsizlige dogru tek yonludur. Ayni sekilde, Granger nedensellik testleri de kisa ve uzun donemde yalnizca kamu yatirimlarinin bolgesel esitsizligi etkiledigine isaret etmektedir. Bu bulgular, Turkiye’de kamu yatirimlarinin bolgesel esitsizliklerde onemli bir faktor oldugunu gostermektedir.
