Espacios e impulsos fiscales en América del Sur: Una estimación mediante un Modelo de Ecuaciones simultaneas para datos de panel

Abstract

En un contexto de fuerte contracción económica como el producido por la pandemia, los hacedores de política económica tuvieron que recurrir a amplios estímulos fiscales para reencausar la senda de crecimiento económico. Esta orientación expansiva de la política fiscal estuvo condicionada a los espacios fiscales preexistentes. En este documento se analiza cuáles son los determinantes del espacio fiscal en la región sudamericana, encontrándose evidencia que la presión tributaria, el aumento de déficit fiscal y del endeudamiento público, son las principales variables fiscales que explican la disminución del espacio fiscal en los últimos años. Basados en un modelo de datos de panel dinámicos para ecuaciones simultaneas del tipo Cross-lagged, se vinculan los impulsos fiscales a los espacios fiscales. Se encuentra evidencia que el espacio fiscal determina la capacidad de impulsos y viceversa, es decir, cuanto mayor es el impulso, mayor es la posibilidad que el espacio fiscal se recomponga.
