Porezna presija i blagostanje u socijalnoj državi: slu?aj Hrvatske

Abstract

Socijalne države promoviraju ekonomsko i socijalno blagostanje gra- ?ana. One doprinose ravnomjernijoj distribuciji dohotka i bogatstva, jednakim mogu?nostima obrazovanja i socijalne skrbi, kao i javnoj odgovornosti za ljude koji nisu u mogu?nosti sami sebi osigurati dohodak za život. Hrvatska je zemlja sa mnogim obilježjima socijalne države, ali i smanjenom razinom blagostanja gra?ana. Hrvatsko gospodarstvo suo?eno je sa nekoliko problema, uklju?uju?i niske stope rasta, visoku stopu nezaposlenosti i visok vanjski dug. Porezna presija je relativno visoka, ali prikupljeni javni prihodi nisu dostatni za pokri?e rastu?ih javnih rashoda. To uzrokuje kontinuirani budžetski deficit i pove?ava razinu javnog duga. Tranzicija iz pasivne u aktivnu socijalnu državu predstavlja važan izazov za gospodarstvo. Tranzicija u aktivnu socijalnu države treba promovirati ekonomske i socijalne programe te porezni sustav koji ?e stvoriti pozitivnu poslovnu klimu te posvetiti više pažnje uklju?ivanju postoje?ih korisnika socijalnih transfera na tržište rada, posebice mnogobrojnih mladih zdravih ljudi. U isto vrijeme ona treba naglasiti odgovornost u brizi za ljudske potrebe u smislu socijalne uklju?enosti i zdravstvene skrbi, kao i u zaštiti životnog standarda umirovljenika.
