A strategy towards infrastructure competition in the European Union

Abstract

Telecommunications infrastructure competition is increasingly under consideration in European countries, and to realize a true single market in infrastructure a phased, European-level approach should now be developed. This approach should be based first on increasing the degree to which EU operators compete in each others' markets. In addition new market entry by alternative infrastructure suppliers -- utilities and cable TV operators -- will overcome the current supply constraints on transmission infrastructure and will foster development in the local loop.
