Telecommunications regulation in New Zealand : How effective is 'light-handed' regulation?

Abstract

This article reviews the deliberations of government over the selection of an appropriate regulatory regime for telecommunications in New Zealand. It discusses the 'light-handed' regulatory environment selected, surveys how the New Zealand courts and telecommunications industry have dealt with this environment, and poses questions on the future regulatory environment should the light-handed regulatory system prove ineffective.
