A policy-sensitive traffic forecasting model for Schiphol Airport

Abstract

This paper describes an innovative forecasting model for Schiphol Airport developed for the Dutch government. It is designed to predict the balance of supply (aircraft movements) and demand (air passengers and cargo) based on a formal assessment of the economics of airlines and the airport. It is capable of forecasting the development of airport traffic at Schiphol, and its sensitivity to policies designed to control growth: government levies on passengers and flights, quotas on the number of flights allowed at the airport and policies designed to encourage competing modes (such as the cross-European high-speed rail lines).
