Air traffic control problems in Europe

Abstract

The air traffic control (ATC) system over Europe faces increasing pressure every year, leading to frustrating delays, and threatening the potential gains from liberalization of Europe's skies. This paper initially outlines the limitations of the main elements involved in ATC. The congestion of the aerial corridors over Europe is considered in terms of the factors hampering the effective use of the skies for civil aviation. The solutions and institutional frameworks offered to overcome the problem are discussed, together with the progress made so far. Similar congestion problems in Europe's airports, and the strategies to improve capacity safely there to integrate with ATC harmonization, are noted. Finally, in considering a totally new approach to European ATC for the future, the use of satellites is considered.
