Abstract

Des la fin des annees quatre-vingt-dix, les initiatives de developpement des competences numeriques ont eu une priorite elevee sur l’agenda de la Commission Europeenne et des etats membres UE. Telles initiatives se sont fortement concentrees sur les politiques d’amelioration des competences numeriques dans toute l’Europe. Parmi les objectifs poursuivis, on enumere : a) mettre l’accent sur le developpement du processus d’apprentissage continu, b) developper des competences numeriques, ainsi que l’education et la formation en TIC et c) l’attestation europeenne des competences de base TIC. Il y a un large accord concernant la necessite du developpement du secteur numerique pour promouvoir le professionnalisme dans tous les domaines d’action. La Commission europeenne et les gouvernements nationaux sont actifs dans ce domaine. Cette etude se propose de souligner les principales constatations et les conclusions quant a la dimension nationale (roumaine) et internationale des competences numeriques. A cette fin, l’accent a ete mis sur l’analyse des principaux documents, sur les etudes et les rapports de recherche concernant les politiques et les mesures de developpement des competences numeriques, au niveau europeen et national.
