Política de desarrollo productivo para Chile: una alternativa al estancamiento

Abstract

Desde 1998 Chile ha venido acusando una desaceleración importante de su crecimiento económico. El pobre desempeño reciente de la economía chilena es atribuible a la interrupción de la diversificación productiva y exportadora alrededor del inicio del nuevo siglo. Las intervenciones del Estado han sido de tipo horizontal y han evitado aquellas destinadas a apoyar industrias específicas. Se han realizado intervenciones intermedias centradas en privilegiar actividades (como nuevas exportaciones y tecnologías) que escasean en la economía chilena, lo que deja un amplio margen a las fuerzas del mercado en la selección de empresas y sectores. En cuanto a políticas verticales, se sugiere el apoyo al hidrógeno verde, una industria emergente en la que Chile tiene evidentes ventajas comparativas. En el artículo también se aboga por políticas cambiarias que moderen las fuertes fluctuaciones del tipo de cambio real y aseguren un tipo de cambio estable y competitivo para los nuevos exportadores.
