Falla de mercado y política tecnológica

Abstract

Este artículo pone de relieve la necesidad de complementar las políticas macroeconómicas de estabilización, desregulación y apertura con otras políticas macroeconómicas y microeconómicas que revitalicen el crecimiento y la competitividad de los países de la región. En el ámbito nacional, a nivel macroeconómico, es preciso elevar el ahorro interno y canalizarlo hacía la inversión productiva en el contexto local. A nivel microeconómico hay que desarrollar y consolidar en los países un sistema innovador de carácter genérico, que apoye la transformación productiva de la economía y la transición hacía nuevas tecnologías y formas de inserción en los mercados internacionales. Sería oportuno mejorar la capacidad de gestión, la generación y difusión del conocimiento técnico y la calidad de los recursos humanos, e incentivar el espíritu empresarial después de años de inestabilidad macroeconómica y búsqueda de rentas especulativas de corto plazo, generalmente reñidas con los esfuerzos de innovación y de avance tecnológico. En el ámbito supranacional, los programas de integración tipo Mercosur o NAFTA exigen un nuevo cuadro institucional que favorezca la coordinación y armonización de las políticas públicas, entre ellas las destinadas a la formación de recursos humanos calificados y a la innovación tecnológica; la legislación sobre propiedad industrial, los códigos y normas de control de calidad, los estándares de acreditación, etc., deben ser ahora vistos a la luz del nuevo cuadro de organización industrial en proceso de gestación.
