La sostenibilidad de la deuda pública

Abstract

Aunque en América Latina los coeficientes deuda pública/PIB siguen siendo en general más bajos que en otros países emergentes, no han podido evitarse los problemas de liquidez, lo que algunos autores atribuyen al bajo nivel y alta volatilidad de los ingresos públicos, la debilidad de los sistemas financieros internos y la mediocre calidad de las instituciones fiscales. Este artículo destaca también factores exógenos. La combinación de un escaso crecimiento económico y de devaluaciones en el marco de pasivos dolarizados generó una inmensa bola de nieve, debida en buena parte al denominado "pecado original": la imposibilidad para un país emergente de endeudarse externamente en su propia moneda. Aunque el esfuerzo por controlar la dinámica de la deuda pública seguirá siendo principalmente interno, la sostenibilidad de mediano plazo de dicha deuda pasa por iniciativas de las instituciones financieras internacionales tendientes a mejorar las condiciones de endeudamiento público en los países emergentes.
