Mercado y reforma de la gestión del agua en Perú

Abstract

En este artículo se examinan los intentos fallidos de introducir el mercado de aguas en Perú, en la década de 1990. Esta reforma fue frustrada al identificarse la operación del mercado con la privatización del recurso, aunque es posible introducir el mercado a base de derechos no privados con dominio pleno del Estado sobre el recurso. Se plantea que, corrigiendo estas deficiencias, es deseable crear el mercado de aguas para mejorar el sistema de asignación y gestión de este recurso y enfrentar dificultades cada vez más graves vinculadas al sistema administrativo de acceso al agua, bajos incentivos para la inversión y serios problemas de eficiencia y equidad. Se analizan las ventajas y desventajas económicas del mercado de aguas, así como los requisitos normativos y de regulación para introducir un tipo de mercado que promueva de manera efectiva una mejor asignación de este recurso en la necesaria reforma institucional.
