Poverty, Inequality and Welfare

Abstract

This paper argues that in order to produce a coherent account of pov erty that makes it more than just a facet of inequality, it is essent ial to capture at the individual level those factors that A. K. Sen, P. Townsend, and others have argued to be important in generating po verty. It is shown that having done this it is possible to produce me asures of poverty and inequality that are clearly and systematically related to each other and to the overall level of welfare, but in whi ch poverty emerges as more than just a facet of a wider and more gene ral concern with inequality.
