| Abstract |
The European Union faces an deep enormous process of change that concerns all the areas of the life of the persons and it is required a transformation of the European economy in coherence with the values and concepts of the society.The Union in the objectives fixed in the Lisboan strategy in the year 2000 established as strategic objective "to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion".With the aim to have an instrument that allows us to evaluate the degree of fulfillment of the objectives of the strategy of Lisbon for the case of the Spanish regions, we proposes to construct a global indicator of fulfillment of the objectives of Lisbon, for this intention there will be used the method of distance P2.
