Gekommen, um (unterrepräsentiert) zu bleiben? Frauenanteil im Deutschen Bundestag stagniert seit über 20 Jahren bei einem Drittel

Abstract

Die 16-jährige Kanzlerinnenschaft Angela Merkels, in der erstmalig eine Frau eine Bundesregierung führte, wurde vielfach als Meilenstein für Frauen in der Politik gewürdigt. Dies hat sich jedoch nicht in der parlamentarischen Repräsentation von Frauen niedergeschlagen. Der Frauenanteil im Bundestag stagniert seit 1998 bei etwa einem Drittel. Während Grüne (rund 59 Prozent) und Linke (knapp 54 Prozent) die 50-Prozent-Marke im kürzlich gewählten Bundestag sogar überschreiten, sind SPD (knapp 42 Prozent), CDU/CSU und FDP (jeweils rund 24 Prozent) und AfD (gut 13 Prozent) unterschiedlich weit davon entfernt. Nachholbedarf besteht insbesondere bei Direktmandaten, die Frauen nur zu einem Viertel innehaben. Sie werden deutlich seltener aufgestellt, obwohl Direktkandidatinnen im Mittel ähnlich häufig gewählt werden wie -kandidaten. Grüne, SPD und Linke erhöhen den Frauenanteil in ihren Fraktionen systematisch durch aussichtsreiche Listenplätze für die Zweitstimme. Bei CDU/CSU und FDP nehmen hingegen Männer günstigere Listenpositionen ein. Die Daten zeigen, dass Parteien mit selbst gesetzten Frauenquoten ihre Ziele bei den über die Listen per Zweitstimme in den Bundestag eingezogenen Abgeordneten erreichen. Diese Quoten sind allerdings unterschiedlich ambitioniert und fehlen bei FDP und AfD völlig. Insofern ist es eine Frage des politischen Willens innerhalb der Parteien, den Frauenanteil im Bundestag künftig weiter zu erhöhen.
