Erdgasversorgung: Weitere Ostsee-Pipeline ist überflüssig

Abstract

Der Bau der zweiten Ostsee-Erdgaspipeline (Nord Stream 2) ist aus politischen, energiewirtschaftlichen und ökologischen Gründen sehr umstritten. Der Projektbetreiber und einige europäische Energieversorgungsunternehmen argumentieren, es handele sich um ein privatwirtschaftlich angelegtes, rentables Investitionsprojekt, das für die Versorgungssicherheit Deutschlands und Europas mit Erdgas notwendig sei. Analysen des DIW Berlin zeigen, dass das geplante Pipelineprojekt Nord Stream 2 zur Sicherung der Erdgasversorgung in Deutschland und Europa nicht notwendig ist. Die dem Projekt zugrundeliegenden energiewirtschaftlichen Analysen, insbesondere das EU-Referenzszenario, überschätzen den deutschen und europäischen Erdgasbedarf erheblich. Auf der Angebotsseite ist keine Versorgungslücke für den Fall, dass Nord Stream 2 nicht gebaut wird, zu erkennen. Unterschiedliche Wirtschaftlichkeitsrechnungen legen zudem nahe, dass mit dem Projekt hohe Verluste bis in Milliardenhöhe zu erwarten sind. Ebenso ist unklar, wie stark sich Nord Stream 2 auf Erdgaskunden in Deutschland auswirken würde.
