Abstract

The German Länder play an important role in the further development of renewable energy by, for example, setting their own expansion targets and creating a legislative and administrative framework, enabling them to make a significant contribution towards a successful energy transition in Germany. Commissioned by the Renewable Energies Agency, DIW Berlin recently implemented its third renewable energy ranking of the German Länder. The comparison is based on a total of 53 input and output indicators at the Länder level, and appraises both the performance of energy and environmental policies, from a renewable energy use perspective, as well as aspects of technology and economic policies. The overall evaluation once again puts Brandenburg in the lead, a position which secured it Germany's "Guiding Star for Renewable Energy" award in 2012. Bavaria, where there has been a particularly strong increase in renewable energy use in recent years, was ranked second.
