Abstract

Nach langen Jahren stagnierender und sogar rückläufiger Produktionsentwicklung folgt auf 2006 und 2007 auch 2008 eine positive Gesamtbilanz der Bauwirtschaft. Der konjunkturelle Ausblick auf das Jahr 2009 ist allerdings getrübt. Die deutsche Bauproduktion wird preisbereinigt 2009 fast unverändert auf dem Vorjahresniveau verharren (-0,5 Prozent). Verantwortlich hierfür sind zum einen unverkennbare Abschwächungen der privaten Investitionsneigung. Zum anderen wird das Maßnahmenpaket der Bundesregierung die Nachfrage nach Bauleistungen nicht im erhofften Maße stimulieren. Als Konjunkturprogramm ist es vor allem deshalb ungeeignet, weil es zu eng formuliert ist und damit keine breite Anstoßwirkung auf den Bausektor erreichen kann. In vielen Fällen steigen lediglich die Baupreise. Gleichzeitig taugt das Maßnahmenpaket auch nicht als durchaus notwendiges Infrastrukturprogramm, da es insgesamt zu kurzatmig angelegt ist.
