Liberalisierungspotentiale im deutschen Einzelhandel konsequent nutzen

Abstract

Im Zuge der Föderalismusreform wurden die gesetzlichen Ladenschlussbestimmungen in den meisten deutschen Bundesländern kürzlich gelockert. Dies ist ein Schritt in die richtige Richtung, um einen Anstieg von Produktivität und Wachstum im deutschen Einzelhandel zu bewirken. Allerdings birgt die Teil- Liberalisierung auch Gefahren. So könnten die im Markt befindlichen Unternehmen die neuen Spielräume für mehr Differenzierungen bei den Öffnungszeiten nutzen. Dadurch würde der Preiswettbewerb abgeschwächt und die Verbraucher würden insgesamt schlechter gestellt. Eine effektivere Liberalisierung des Einzelhandels sollte daher den Abbau von Regulierungen fördern, die Marktzutritte - insbesondere auch neuer großflächiger Einzelhandelsformate - verhindern. In diesem Zusammenhang sind auch die restriktiven Bau- und Planungsvorschriften zu entschärfen.
