Spanien: kräftige monetäre Impulse überdecken strukturelle Schwächen

Abstract

Spaniens überdurchschnittlich hohes Wachstum in den vergangenen Jahren darf nicht darüber hinwegtäuschen, dass die Wirtschaftspolitik noch erhebliche strukturelle Probleme lösen muss. Die beeindruckende binnenwirtschaftliche Expansion ist in erster Linie das Ergebnis der für Spanien stark expansiv wirkenden Geldpolitik der Europäischen Zentralbank (EZB) sowie der Multiplikatorwirkungen erheblicher Nettozahlungen aus Brüssel. In Verbindung mit Steuervergünstigungen haben diese Faktoren einen Boom auf dem Immobilienmarkt ausgelöst, der zunehmend Züge einer spekulativen Blase annimmt. Soll Spanien auf einem dauerhaften Wachstumspfad bleiben, muss künftig der internationalen Wettbewerbsfähigkeit mehr Aufmerksamkeit geschenkt werden. Zum einen sollte sich die Lohnbildung stärker an der Produktivitätsentwicklung orientieren und die Lohnindexierung abgeschafft werden. Zum anderen ist eine massive Förderung von Bildung und Forschung nötig, soll Spanien nicht länger den zweithöchsten Anteil an niedrig qualifizierten Arbeitnehmern in der Europäischen Union haben.
