Exporte nach Ostasien: Rückgang zeichnet sich ab

Abstract

Die deutschen Exporte nach Ostasien stagnierten im ersten Halbjahr 2001 auf dem zum Jahresende 2000 erreichten hohen Niveau (Abbildung 1). Dabei sind die Lieferungen nach Japan bereits seit Herbst 2000 gesunken, die in die südostasiatischen Schwellenländer erst in diesem Frühjahr. Lediglich nach China/Hongkong haben die Ausfuhren noch zugenommen, wenn auch merklich langsamer als im Jahre 2000. Der konjunkturbedingte Rückgang der Nachfrage aus Nordamerika und Europa trifft die Schwellenländer wegen der hohen Exportabhängigkeit wiederum hart. Sie konnten ihre Schieflage bei Kreditpositionen im Banken- und Unternehmenssektor noch längst nicht bereinigen. Exemplarisch zeigt sich dies am abrupten Konjunkturabschwung in Singapur und Taiwan. Das Problem dieser Länder ist die inzwischen starke Ausrichtung der Exportindustrien auf elektrotechnische Produkte, bei denen die Nachfrage aus den Industrieländern überproportional stark zurückgegangen ist. Auch China hat seine Produktion von elektrotechnischen Gütern erheblich ausgebaut und dürfte hier nun ebenfalls Absatzschwierigkeiten bekommen haben. Geringere Deviseneinnahmen führen in diesem Land erfahrungsgemäß schnell zu einer Importzurückhaltung.
