Russische Rüstungsindustrie: Kein Phönix aus der Asche

Abstract

In der russischen Rüstungsindustrie ist seit langem ein drastischer Schrumpfungsprozess zu beobachten. Den bisherigen Tiefpunkt markiert das Jahr 1998; hier erreichte die Produktion nur noch ein Fünftel des Niveaus von Anfang der neunziger Jahre. Für 1999 weist die russische Statistik wieder einen Produktionsanstieg aus, der überraschend deutlich ausfiel und weit über der durchschnittlichen Expansion der Industrieproduktion lag. Vielerorts wird dies als Auferstehung des russischen Rüstungskomplexes und als eine erneute Aufrüstung Russlands interpretiert. Die Debatte um eine Erhöhung der Verteidigungsausgaben der Russischen Föderation - auch im Zusammenhang mit dem kürzlich in der Barentsee gesunkenen Atom-U-Boot - hat der russischen Rüstungsindustrie zusätzliche Aufmerksamkeit beschert. Jedoch spricht derzeit eine Reihe von Fakten gegen ein Wiedererstarken der russischen Rüstungsindustrie.
