Berlin braucht umfassendes Konzept für die Siedlungs- und Verkehrsentwicklung

Abstract

Die Berliner Verkehrspolitik verhaelt sich angesichts der absehbaren Verkehrssteigerungen ueberraschend passiv. Sie moechte einerseits Pkw- Fahrten auf die oeffentlichen Verkehrsmittel verlagern, ergreift aber keine Massnahmen dafuer. Vorgesehen sind bisher lediglich punktuelle Eingriffe in den Autoverkehr, die nur wenige zum Umstieg auf die BVG veranlassen. Mehr Individualverkehr erzeugt auch das "Gegeneinander" der Laender Berlin und Brandenburg bei den Planungsueberlegungen. Dies wiederum forciert die Abwanderung von Gewerbe und Handel und zwingt viele Verkehrsteilnehmer, einen Teil ihrer Aktivitaeten ins Umland zu verlagern. Vor diesem Hintergrund sind die Wunschvorstellungen Berlins zum zukuenftigen Verkehrsbild (weniger Individualverkehr, mehr oeffentlicher Personennahverkehr - OePNV) unrealistisch. Anstelle von Detailkorrekturen am Verkehr benoetigt die Hauptstadtregion ein zwischen Berlin und Brandenburg abgestimmtes Konzept der Entwicklung von Siedlungsstruktur und Verkehr. In Berlin selbst muessten insbesondere die verkehrssparsamen dichten Strukturen erhalten und vor allzuviel Autoverkehr geschuetzt werden. Um schliesslich den Verkehr aus dem Umland moderat zu halten, waere eine gemeinsame Steuerung der regionalen Siedlungsentwicklung unverzichtbar. Ein solches Konzept verlangt von der Politik gestaltende Eingriffe auch gegen kurzfristige wirtschaftliche Partikularinteressen.
