Öffentliche Haushalte 1994/95: trotz Ausgabekürzungen und Steuererhöhungen weiterhin hohe Finanzierungsdefizite

Abstract

Nachdem die Finanzpolitik in den vergangenen Jahren sehr hohe Finanzierungsdefizite in Kauf genommen und damit einen noch stärkeren Einbruch der gesamtwirtschaftlichen Nachfrage verhindert hatte, wurde mit den Budgets 1994 ein Kurswechsel vollzogen. Allerdings werden die restriktiven Beschlüsse erst allmählich wirksam. In diesem Jahr stehen die noch immer schwache Wirtschaftsentwicklung und die sehr hohe Arbeitslosigkeit einem Abbau der Defizite entgegen, die Finanzlage der Gebietskörperschaften dürfte sich sogar nochmals verschlechtern. Erst von 1995 an kann mit niedrigeren Haushaltsfehlbeträgen gerechnet werden, wenn die Steuererhöhungen in Kraft treten. Doch dürfte der Rückgang der Defizite geringer ausfallen als der Betrag, der durch die Erhebung des Solidaritätszuschlags in die öffentlichen Kassen fließt.
