Gesamtwirtschaftliche und unternehmerische Anpassungsfortschritte in Ostdeutschland: elfter Bericht

Abstract

Seit Anfang 1991 arbeiten das Deutsche Institut für Wirtschaftsforschung, Berlin, das Institut für Weltwirtschaft, Kiel, und das Institut für Wirtschaftsforschung Halle im Auftrag des Bundeswirtschaftsministeriums an einem Forschungsprojekt, das sich mit dem wirtschaftlichen Neuaufbau in Ostdeutschland befaßt. Die Institute legen hiermit ihren elften Bericht vor. Während die Berichte früher ein breites Spektrum von Themen abdeckten - im wesentlichen ging es darum, die bruchstückhaften und teilweise widersprüchlichen Einzelinformationen zu einem konsistenten Gesamtbild zusammenzufügen -, sollen sie nunmehr wechselnde Themen schwerpunktmäßig behandeln. Im vorangehenden Bericht stand die Lage der ostdeutschen Industrie im Mittelpunkt, in diesem Bericht geht es vor allem um die Situation im Dienstleistungssektor. Dort ist der Aufbau neuer Strukturen bereits weit fortgeschritten. Es fehlt aber vielerorts ein tragfähiges Fundament in Form einer breiten industriellen Basis.
