VR China: noch keine nachhaltige Abkühlung der überhitzten Wirtschaft

Abstract

Chinesische Wirtschaftswissenschaftler sprechen seit einiger Zeit mit erhöhtem Selbstvertrauen von den "Erfolgen" ihrer seit zwei Jahren intensivierten Wirtschaftsreformen, vor allem im Vergleich mit anderen Transformationsgesellschaften. China ist nach Einschätzung der Asiatischen Entwicklungsbank zum Wachstumsmotor für die gesamte asiatisch-pazifische Region geworden. Die Volksrepublik hat 1993 das Wachstum der gesamtwirtschaftlichen Leistung (BIP) im Vergleich zum Vorjahr nochmals etwas - um real einen halben Punkt auf 13,5 vH-gesteigert. Der Preisanstieg hat sich gegenüber dem Vorjahr (5,4 vH) mehr als verdoppelt. Die chinesischen Ökonomen nehmen für sich in Anspruch, eine "differenzierte Wirtschaftspolitik" zu betreiben und so eine harte Bremsung des lang anhaltenden Booms vermieden zu haben. Tatsächlich handelt es sich indes um eine "Stop and Go-Politik": Die Versuche zur vorsichtigen Abkühlung der überhitzten Wirtschaft mußten jeweils nach wenigen Monaten abgebrochen werden. Die Frage ist, wie lange dies kontrolliert durchgehalten werden kann.
