Preiserhöhungen im Güterverkehr sind notwendig und möglich

Abstract

Im Güterfernverkehr ist im Zeitraum 1988 bis 2010 mit einem Anstieg der- in Tonnenkilometern gemessenen - Transportleistungen um rund drei Fünftel zu rechnen. Die Rahmenbedingungen für die künftige Verkehrsentwicklung- z.B. EG-Liberalisierung, überproportionales Wachstum im grenzüberschreitenden Verkehr (einschließlich der Transitströme durch Deutschland) sowie bei Gütern, die bevorzugt mit dem Lkw befördert werden -begünstigen ausnahmslos den Straßengüterfernverkehr. Die Fahrleistungen auf dem deutschen Straßennetz dürften sich annähernd verdoppeln. Die gravierenden Belastungen durch Luftschadstoffe und Geräusche, die schon heute vielerorts bestehen, werden sich dadurch erheblich verstärken. Dies sind Ergebnisse einer Studie, die vom DIW im Auftrag des Umweltbundesamtes durchgeführt und kürzlich abgeschlossen wurde. Im Rahmen dieses Forschungsvorhabens werden die Optionen für eine stärker an Umweltgesichtspunkten orientierte Güterverkehrspolitik diskutiert und Lösungsvorschläge unterbreitet.
