Industriegüterimporte der EU und Bedeutung der Uruguay-Runde

Abstract

Anläßlich der Import-Messe Berlin vom 8. bis 11. Juni 1994 werden hier in gekürzter Fassung Ergebnisse eines DIW-Gutachtens vorgelegt, das im Auftrag des Bundesministeriums für Wirtschaft erarbeitet wurde. Der erste Bericht gibt eine Übersicht über die Importentwicklung in der EU und in Deutschland im Jahre 1993. Im zweiten Bericht werden die Zollsenkungen für lndustriegüter, zu denen sich die EU in der Uruguay-Runde verpflichtet hat, dargestellt, und ihre Bedeutung für Entwicklungsländer wird analysiert. Das Ausmaß der Zollsenkung ist mit 40 vH nominell zwar beachtlich, doch zahlen nur wenigeAnbieterauf dem EU-Markt die vollen Zölle - für die meisten Länder sind sie dank Freihandelsabkommen und nicht-reziproker Zollzugeständnisse bereits jetzt schon ganz oder teilweise aufgehoben. Diese präferenzierten Anbieter verlieren mit allgemeinen Zollsenkungen ihre relativen Preisvorteile.
