Hemmt oder stützt die Staatsverschuldung die Wirtschaftsentwicklung in Deutschland?

Abstract

Die Finanzlage der öffentlichen Haushalte ist prekär. Wie immer in einer Rezession sind die staatlichen Defizite in die Höhe geklettert. Verschärft wird die Situation durch die Anforderungen, die an die Finanzpolitik infolge der Anpassungskrise in Ostdeutschland gestellt werden. Bereits bisher sind erhebliche öffentliche Transfers von West nach Ost geflossen; sie wurden überwiegend über Kredite finanziert. Weitere Belastungen kommen auf die öffentliche Hand zu, denn von 1995 an müssen die Schulden der Treuhandanstalt sowie ein Teil der Altschulden der ostdeutschen Wohnungswirtschaft vom Bund bedient werden. Ende 1995 werden die Schulden von Bund, Ländern, Gemeinden und Sondervermögen auf über 2,1 Bill. DM gewachsen sein und sich so gegenüber 1990 mehr als verdoppelt haben. Damit verbunden ist ein stark steigender Anteil der öffentlichen Zinsausgaben, der - für sich genommen - den finanzpolitischen Spielraum und die Gestaltungsfähigkeit der Politik einschränkt. Eine Rückführung der Defizite ist also unausweichlich. Allerdings ist es gesamtwirtschaftlich kontraproduktiv, mit der Haushaltskonsolidierung in der Rezession zu beginnen.
