Ökologische Sanierung in den neuen Bundesländern: Impulse für den wirtschaftlichen Strukturwandel

Abstract

Bereits im Sommer 1990 - also noch zur Zeit der Existenz zweier deutscher Staaten - sind vom Bundesumweltministerium Studien zur Erstellung von Sanierungs- und Entwicklungskonzepten für ökologische Problemregionen in Ostdeutschland in Auftrag gegeben worden. Inzwischen liegt ein solches Konzept für den Raum Leipzig/Bitterfeld/Halle/Merseburg vor. Für die Studie war ein umfassender Ansatz gewählt worden, der über die übliche Betrachtung einzelner Umweltmedien hinaus einen integralen Lösungsansatz verfolgt. So wurden neben Wasser, Luft, Abfall und Altlasten auch die Querschnittsbereiche Umweltrecht, Vollzug, Planung und Ökonomie einbezogen. Das DIW hat in diesem Rahmen die wechselseitigen Beziehungen zwischen ökologischer Sanierung und wirtschaftlichem Strukturwandel untersucht.
