Zeitenbruch in der Außenhandelspolitik?

Abstract

The Russian attack on the Ukraine came unexpectedly and accordingly led to a new assessment of Germany’ security. The measures taken as a response are so dramatic that the 24th of February 2022 is often regarded as a break in development. This is definitely true for German trade with Russia. Going further, however, the peak of globalization had been reached about 15 years ago. Trade policy today does not primarily care about reducing trade hinderances, but much more than in the past it means to direct trade flows and to use trade for political purposes. Accordingly, a clear change over time is observed, however no break. Der russische Überfall auf die Ukraine wurde so nicht erwartet und hat entsprechend zu einer Neubewertung der Sicherheitslage geführt. Die entsprechenden Maßnahmen sind so einschneidend, dass der 24. 2.2022 häufig als ein Zeitenbruch angesehen wird. Zweifellos gibt es diesen Bruch im deutschen Außenhandel mit Russland. Darüber hinaus allerdings ist der Höhepunkt der Globalisierung bereits seit rund 15 Jahren überschritten. Außenhandelspolitik bedeutet heute nicht mehr primär den Handel zu fördern, sondern stärker als früher ihn zu lenken und für politische Zwecke einzusetzen. Insofern gibt es langfristigen Wandel, aber keinen generellen Bruch.
