Der Alaska Permanent Fund – Vorbild für eine Soziale Dividende?

Abstract

Few people in Germany have benefitted from the strong rise in capital incomes since the 1980s. However, a social dividend financed through a sovereign wealth fund akin to the Alaska Permanent Fund model could promote more inclusive growth. Utilizing the Socioeconomic Panel, a growth incidence analysis shows that significantly more households would have benefitted from the real income growth between 2002 and 2012 if a social dividend had been introduced. Further, introducing public individual saving accounts could offer the opportunity to reinvest dividends with governmental support. This would allow those without ample financial knowledge and/or wealth levels to still participate in the capital market. Unfortunately, existing sources of funding are insufficient to establish a German sovereign wealth fund, leaving a debt financed approach as the only feasible means. While this solution might seem both elegant and efficient in theory, it comes with notable risks. Nur wenige konnten in Deutschland vom starken Anstieg der Kapitaleinkommen in den letzten Jahrzehnten profitieren. Doch eine Soziale Dividende finanziert über einen Staatsfonds nach Vorbild des Alaska Permanent Funds könnte ein inklusiveres Wachstum fördern: Eine Wachstumsinzidenzanalyse mit dem SOEP zeigt, dass deutlich mehr Haushalte bei einer Einführung der Sozialen Dividende vom realen Einkommenszuwachs zwischen 2002 und 2012 profitiert hätten. Die Erweiterung dieses Ansatzes um die Einführung individueller Vermögenskonten zur Möglichkeit der Reinvestition der Dividende über den staatlichen Fonds würde allen Bürgerinnen und Bürger zudem die Chance geben, mit staatlicher Unterstützung eigene Vermögenseinkommen zu generieren. Wenn eine Soziale Dividende allerdings relativ zeitnah an die gesamte Bevölkerung ausgezahlt werden soll, reichen vorhandene Finanzierungsquellen nicht aus. Deutschland bliebe daher nur ein schuldenfinanzierter Finanzierungsansatz. Dieser ist zwar in der Theorie recht elegant, birgt aber auch Risiken.
