Global Nudging als Politikkonzept zur Bewältigung globaler Herausforderungen

Abstract

Our society is confronted with numerous global challenges such climate change or instable financial markets. Because these challenges exceed national competencies, internationalcooperation and coordination are necessary to address them. In an international environment, however, it is often difficult to agree on and implement traditional and “hard” policy instruments and measures—such as legal prohibitions or financial incentives. Nudging represents an alternative approach. Nuding aims at directing human behavior in a predictable and socially desirable way by a gentle push. Currently, nudging is mainly studied and applied on a national level, but an application to global problems appears in principle possible. Adiscussion about such an application is missing. By weighting advantages and disadvantages of nudges on the national level, this article discusses a potential global application. From our perspective, the exposition reveals that so-called global nudges in addition to classical policy tools have the potential to play an important role in addressing global challenges. Unsere Gesellschaft ist mit zahlreichen globalen Herausforderungen wie zum Beispiel mit dem Klimawandel oder mit instabilen Finanzmärkten konfrontiert. Da diese Herausforderungen nationale Kompetenzen überschreiten, sind zu ihrer Bewältigung internationale Kooperation und Koordination notwendig. Allerdings gestaltet sich die Umsetzungklassischer und „harter“ staatlicher Instrumente und Politikmaßnahmen – etwa Verbote oder finanzielle Anreize – in einem internationalen Umfeld häufig schwierig. Einen alternativen Weg dazu stellt das Politikkonzept des Nudging dar. Dabei wird versucht, das menschliche Verhalten durch sanftes Stupsen und Schubsen auf eine vorhersagbare und gesellschaftlich angestrebte Weise zu beeinflussen. Nudging wird derzeit vor allem auf nationaler Ebene erforscht und angewandt, könnte aber prinzipiell auch für die Lösung globaler Probleme zum Einsatz kommen. Eine Diskussion über einen solchen globalen Einsatz fehlt bislang. Dieser Beitrag diskutiert unter Abwägung der Vor- und Nachteile von Nudges auf nationaler Ebene, eine mögliche globale Anwendung. Die Erörterung ergibt aus unserer Sicht, dass sogenannte Global Nudges das Potenzial haben – ergänzend zu klassischen Politikmaßnahmen – eine wichtige Rolle bei der Bewältigung globaler Herausforderungen einzunehmen.
